As we prepare for FY 2026–27, we do so with a strong resolve to elevate the visibility, impact, and capacity of California’s community-based child care infrastructure and the critical role our members play in supporting families, children, workforce participation, and economic stability across the state. The year ahead will once again require us to remain nimble, strategic, and united in responding to rapidly evolving fiscal and operational realities. More than ever, we must demonstrate our unwavering commitment to supporting working families while strengthening the workforce systems and local economies that depend upon stable child care. What was once viewed solely as a child care issue has evolved into something much broader. Our members are now on the front lines of strengthening families through integrated supports that include mental health services, trauma-informed care, food access, immigration support, family stabilization, and workforce participation. Child care is not simply a service — it is essential infrastructure that allows California’s families, businesses, and economy to function. Under the direction of the Thriving Families CA (TFC) Foundation Board of Directors, we continue to prioritize collaborative advocacy efforts to modernize California’s child care system. This includes advancing reforms that move California toward a true cost-of-care model and equitable rate structure that reflects the actual cost of delivering quality care across all settings and communities. At the same time, community-based programs themselves must be adequately resourced to meet increasing operational demands, comply with growing administrative requirements, support providers, and serve families with increasingly complex needs. We will continue to advocate for policies and investments that do not force families, providers, and community-based agencies to compete against one another in an under-resourced system. A major priority for FY 2026–27 will be continued investment in TFC Foundation’s Statewide Data & Systems Initiative because data drives advocacy. This initiative supports statewide reporting, impact analysis, and system transparency efforts that strengthen California’s child care infrastructure and help demonstrate unmet family need, provider capacity, workforce challenges, and funding barriers in real time. For too long, policymakers and funding decisions have operated without a fully integrated understanding of how families access care, where shortages exist, and how administrative barriers impact service delivery. Through this initiative, TFC Foundation is helping build the infrastructure necessary to elevate community-based data, improve transparency, support smarter policymaking, and ensure the realities facing families and providers are visible and measurable. Our evolution to the Thriving Families CA (TFC) Foundation reflects this broader vision and commitment. We will continue strengthening partnerships with employers, chambers of commerce, philanthropy, providers, and community organizations whose voices are essential in building a stronger and more sustainable future for children and families. TFC Foundation will also continue publishing the Monday Morning e-newsletter 50 weeks per year, reaching nearly 11,000 subscribers weekly. We will maintain our website as a hub for legislative, budget, advocacy, and best-practice information while continuing weekly Tuesday member conversations to help agencies navigate the rapidly changing landscape. We also remain committed to professional development through executive, regional, and issue-focused trainings and our annual conference partnership with the California Child Care Resource & Referral Network. Moving forward, we believe our greatest strength comes from unity. Families experience these systems as interconnected — and our advocacy and solutions must reflect that reality.
